Samuel W. Pennypacker was an American politician and judge who served as the Governor of Pennsylvania from 1903 to 1907. Born on April 9, 1843 in Phoenixville, Pennsylvania, Pennypacker was a lawyer and judge before entering politics. He was elected to the Pennsylvania State Senate in 1887 and served as president judge of the Pennsylvania Court of Common Pleas from 1891 to 1903. As governor, Pennypacker focused on reforms in the state's prison system and promoted the conservation of natural resources. He also signed the Coal and Iron Police bill, which established a state police force to maintain order in Pennsylvania's coal and iron regions. After leaving office, Pennypacker retired from public life and continued to practice law until his death on September 2, 1916. He is remembered as a reform-minded governor who worked to improve the lives of Pennsylvania's citizens.
