William Haile, born in May, 1807, in Putney, Vermont, was a significant political figure in New Hampshire during the mid-19th century. Despite receiving a sporadic formal education, Haile became a successful businessman. In 1849, he founded Haile & Todd, wich later Haile, Frost & Co., a business that manufactured cashmerettes, a type of woolen cloth made to imitate luxurious cashmere wool..

Haile's entry into politics was marked by his election to the New Hampshire House of Representatives, where he served from 1846 to 1850, 1853 and 1856. His leadership and commitment to public service soon led to his election to the New Hampshire Senate in 1854. Haile's reputation as a dedicated and capable leader grew, and in 1857, he was elected as the 32nd Governor of New Hampshire. He was reelected to a second term in 1858.

During his tenure as governor, Haile focused on several key issues, including the improvement of public education and the development of state infrastructure. He was a strong advocate for the expansion of the railroad system, which he believed was crucial for the economic growth and connectivity of New Hampshire.
